Majesty's Government is concerned.

It is however open

to the United States Consul-General at Hong Kong him-

Rolf to initiate proceedings before the courts, with

the view of testing the validity of the decision,

should this be desired.

At the same time I have the honour to acknowledge

the receipt of Your Excellency's Note of the 4th.

ultimo, in which you communicate to me the substance of

a despatch from the United States Consul General in the

matter.

With regard to the contention put forward by the

Consul-General, I beg leave to enquire whether his

views are also adopted by the United States Government.

In this event, if Your Excellency will be so good as to

lay them before me in detail, they will be most care-

fully considered by His Majesty's Government.
